Be bold in neon! With this theme you and everything around you will be glowing. For your dress pick something in a florescent hue. Combine the neon with silver glitter or black or both. Remember when you can't find something in a particular color go with your other color. That's why it's best to combine more than one or two colors or patterns (it gives you more options for stuff).
Get really creative with balloons because you will find that neon colored balloons are so much easier to find than neon colored flowers. Also hand out glow sticks. You could use black lights and tell all guests to wear neon so then everyone can glow along with you.
